This “new Outlook” is actually a web-wrapper from Outlook.com running in Edge - you will have to use Edge and you will have to be logged in to Microsoft account - this is most likely the reason why they’re doing it.
Even though you can use any browser, their point is still valid: it’s not an offline app, and it’s not up to Microsoft to decide what’s the best for their users.
At least we have the freedom to uninstall that crap and move on, I guess.

I hate this shit so much in W11. Just installed it on a new PC and the fact that I can’t disable taskbar stacking and people have been complaining about it for pretty much 2 years straight is infuriating.

It’s a pwa, you can use any browser you want that supports pwa (which is, at least, all chromium based browsers).
I have Outlook PWA (via Chrome) and I don’t have Edge installed.

Taskbar stacking should be an option in one of the upcoming updates, I read it was in an insider channel.
